Construction Inspection:

RJF Engineering will provide on-site inspections of all areas of site construction including road construction, drainage improvements, water main installations, sewer main installations, earthworks, concrete work, excavation and backfill, paving, utilities, etc. as necessary to assure compliance with the plans and specifications.  Our engineers will not provide a certification of compliance until all improvements have been completed in substantial compliance with the approved plans.  Deficiencies are noted to the contractor as soon as possible so that modifications and repairs can be completed at minimal cost.

Drainage Studies and Design:

Often when a new project is proposed, there is a concern with regards to impacts to off-site areas as a result of construction.  RJF Engineering has experience with preparing drainage studies to address impacts to streams and adjoining properties as a result of development.  In addition, designs for detention ponds and other mitigation measures are provided to assure there will not be adverse impacts.  Drainage structures and piping systems are designed with engineering calculations provided to support the proposed drainage design.  RJF Engineering also has experience with existing drainage problems within existing roadways, developments, etc.  We will investigate the existing problem and provide a recommendation and technical plans and specifications, if needed, to correct the problem.

Feasibility Studies:

RJF Engineering has completed many feasibility studies for clients in the past.  The client generally has an idea of what he or she would like to build.  Our job in the feasibility stage is to investigate site conditions and zoning ordinances to determine whether or not the subject parcel is suited for development to the expectations of the client.  Site conditions include access to property, traffic concerns, soils conditions, wetlands delineations, site topography, depths to bedrock and groundwater, zoning codes and requirements, site grading, as well as other potentially adverse environmental factors which should be identified as early as possible such that the client can decide whether or not the project is feasible.

Land Development:

In the early stages of land development, RJF Engineering devotes the necessary time and effort to afford the client a clear perspective with regards to the potential development  of a particular piece of property.  Research is completed by our office to investigate potential zoning issues, soils testing to assure buildability, wetlands investigations, steep slopes evaluations, bedrock considerations, etc. such that the client is aware, at the earliest stage of development, those issues which will ultimately affect the development of a particular parcel to the expectations of the client.  The result is very few unforeseen circumstances later on during the detailed land development design.

Planning Board / Town Board Consultation:

Many planning boards rely upon their consultants to perform detailed technical reviews to assure that all projects will meet municipal zoning codes, subdivision regulations, street, water and sewer specifications, etc. as well as state and federal codes, regulations and permits.  RJF Engineering will represent municipalities at board meetings as necessary to discuss and inform the Planning Board and Town Board of the design requirements necessary to grant approval.  On a Town Board level, we can assist the Town Board with questions regarding preliminary cost estimates, design codes, approval procedures, etc. as necessary to assure compliance with all local, state and federal regulations.

Regulatory Permitting:

RJF Engineering has many years of experience dealing with municipal, county, state and federal agencies to obtain the required permits and approvals necessary for certain projects. Some examples include: subdivision approval from local municipal planning boards and the county health dept., highway entrance permits and utility works permits from the NYSDOT, wetlands disturbance permits from the NYSDEC, approvals from the state DOH and DEC for construction of new water facilities and sewage collection and disposal systems, as well as many more permits and approvals too detailed to mention.  We provide all correspondence and coordination with agencies to get the required permits and approvals in a timely manner.

Road Design:

Many of the commercial and residential subdivision designs include road designs in plan view and profile.  Design cross section details are included for clear specifications to the contractor with regards to building a new road.  Detailed plans show cuts and fills as required to determine the amount of earth movement needed to accommodate the new road construction.  RJF Engineering informs the client at the beginning stages of development of the required specifications for road construction as well as an idea of the costs involved with building a new municipal road.  RJF Engineering can also assist in design of upgrades to existing roadways as needed for safety and traffic considerations.

Sanitary Sewer Design:

Many different types of sanitary sewer systems have been designed by RJF Engineering.  Simple designs such as individual septic systems on residential building lots to larger diameter sewer mains with sewage pump stations and forcemains.  RJF  Engineering has the experience and is familiar with all state codes pertaining to sanitary sewer design.  Residential and commercial subsurface disposal systems have been designed in full compliance with “Design Standards for Wastewater Treatment Works” and “Individual Residential Wastewater Treatment Systems Design Handbook”.  RJF Engineering provides all technical support to obtain approvals from state and county health departments and the NYSDEC for SPDES permits.

SEQR / DEIS Environmental Review:

With regards to larger projects, RJF Engineering will provide full engineering support to local planning boards  to assist in the preparation and review of environmental impact statements associated with development.  We will assist the Board to identify potential adverse environmental impacts as well as to recommend investigative and test procedures necessary to assure that the environmental impact statements clearly address all areas of environmental concern.

Site Plans:

Many site plans have been prepared by RJF Engineering for a number of different commercial operations including car dealerships, retail service stores, professional office buildings, gas stations, etc.  RJF Engineering has designed these sites from beginning to end including parking layout, grading plans, drainage design, erosion control design, sewage disposal systems, as well as any other design criteria required by local Planning Boards and consultants as needed for site plan approval including Board representation at Town Board and Planning Board meetings.
